Long ago, a group of mice were troubled by a fierce cat. They couldn't live in peace.
They decided to hold a meeting to come up with ways to deal with the cat.
At the meeting, each mouse put forward their own ideas, but they were all rejected by the other mice.
Finally, a little mouse named Jerry stood up and suggested, "We can hang a bell around the cat's neck, so whenever we hear the sound of the bell, we'll know the cat is coming and we can run away immediately."
Everyone thought Jerry's idea was great and applauded in agreement.
However, an old mouse named Robert, who had been sitting quietly on the side, did not speak up until now.
He stood up and said, "Jerry's idea is indeed good and clever, but we still have one problem to solve, that is, who will hang the bell around the cat's neck?"
This story tells us that it's not difficult to come up with a good idea, but it's not easy to make it happen.
