春秋时期，齐国的君主齐景公有一位宰相叫晏婴。
晏婴经常提醒齐景公应该怎么做是对的，但自从晏婴去世后，没有人敢直接告诉齐景公哪里做得不对了。
这让齐景公感到很苦恼。
有一天，齐景公举行宴会招待文武百官。
饭后，大家一起去广场射箭玩耍。
每当齐景公射出一支箭，不管有没有射中靶子，所有的官员都会大声欢呼，说一些赞美他的话。
宴会上的事情让齐景公有些疑惑，于是他找来一个叫做弦章的大臣讨论这个问题。
弦章对齐景公说：“陛下，这件事不能全怪那些大臣们。古人曾经说过：‘上行而后下效’。也就是说，您喜欢什么，下面的人也会跟着喜欢什么。如果您喜欢别人奉承您，那么下面的人自然也会学会这样做。”
听了弦章的话，齐景公觉得很有道理。
他很高兴有人能告诉他这些话，于是派人送了许多珍贵的东西给弦章作为奖赏。
但是弦章摇摇头，拒绝接受这些礼物。
他说：“如果我接受了这些奖赏，那我不也成了只会拍马屁的小人了吗？”
所以，他没有收下这些礼物。
从那以后，“上行下效”这个成语就用来形容领导者的行为会影响到下面的人，他们会模仿领导者的行为。
因此，领导者的言行举止非常重要，如果做得不好，整个国家的人都会受到影响。

One day, the king held a banquet to entertain his civil and military officials.
After dinner, everyone went to the square to play with archery.
Every time the king shot an arrow, regardless of whether it hit the target or not, all the officials cheered loudly and said some flattering words.
The things at the banquet made the king a little puzzled, so he asked a minister named Xian Zhang to discuss this issue.
Xian Zhang said to the king, 'Your Majesty, this matter cannot be blamed entirely on those ministers. The ancients once said: 'Monkey see, monkey do.' That is to say, if you like something, the people below will also follow suit. If you like to be flattered, then naturally the people below will learn to do so as well.'
After hearing Xian Zhang's words, the king felt that they made sense.
He was very happy that someone could tell him these words, so he sent many precious things to Xian Zhang as a reward.
But Xian Zhang shook his head and refused to accept these gifts.
He said, 'If I accept these rewards, won't I become a person who only flatters others?'
So he did not accept these gifts.
From then on, the idiom 'Monkey see, monkey do' was used to describe how a leader's behavior can influence the people below, and they will imitate the leader's behavior.
Therefore, the words and deeds of leaders are very important. If they are not done well, the whole country's people will be affected.
